The 2026-07-01 Mobile Suica temporary service maintenance that ran from 09-50~17:34 JST, coming after 4 hour recharge slowdown on 2026-06-30, was the second time in recent months that Mobile Suica had to suspend service after a scheduled long overnight service maintenance. The start of all the problems this time was an Apple Pay iCloud payment issue that disrupted iOS recharge on Mobile Suica, Mobile PASMO and Mobile ICOCA. Kicking all app services into system maintenance mode is inconvenient for users, but it’s better than leaving a shaky service up risking all kinds of card problems for users and support staff to deal with later on.

JR East issued a explanation and setup a refund page: “Due to a malfunction in the server responsible for connections to external systems, the entire Mobile Suica service became difficult to connect to.” External systems…like Rakuten Pay Mobile Suica, Mizuho Suica, Docomo dBarai Suica, Lawson Suitto and so on. JR East invested years of effort in linking outside partners to the Mobile Suica recharge backend, but all that changed with the teppay announcement.
The end of Suitto service this month is all the evidence you need, if users need to recharge Suica, use the Lawson ATM or the store checkout. It’s a simple business strategy, making the larger teppay balance (up to 300,000 JPY) the standard payment method built into Mobile Suica and Mobile PASMO apps is the whole point of teppay. It makes sense to steer outside partners to channel payments to the larger teppay balance; users can transfer bigger amounts way and recharge the smaller Suica/PASMO card balance as needed. If JR East and PASMO support teppay auto-recharge for Suica and PASMO cards, all the better for making teppay the go-to recharge tool.
There isn’t much time until the teppay launch this fall with a lot more server reconfiguration maintenance to come. If JR East and PASMO want teppay to be a success, they must do a better job when reconfiguring their external service servers in the run up to the teppay service launch. Hopefully with JCB adding lots of muscle in the backend mix, the partners can pull it off and give Mobile Suica / Mobile PASMO app users a robust recharge and mobile payments pipe that will work even when Apple Pay, Google Pay, Samsung Pay and so on are experiencing issues.



2026-07-17 Update
JR East announced the start of teppay Merchant-Presented Mode (static barcode) applications from July 22, barcode reader equipped merchant applications should be following later this summer. The recent spat of ‘outside system disruptions’: Apple Pay iCloud (iOS Suica app transactions), International VISA network (credit card use), AWS (Android Mobile Suica app) demonstrates again the need for a robust in-house Mobile Suica card recharge pipe.
