


Mobile TOICA launched today (2026-03-17 JST) on Apple Wallet and Android Osaifu Keitai. Hosted on the JR West Mobile ICOCA platform that has been on Apple Pay since June 2023, the cards are issued as “ICOCA (TOICA Model)” and offer the same features: users can migrate plastic TOICA cards, issue a new TOICA card directly in Wallet, or add from the iOS ICOCA app. All Mobile TOICA ID numbers start with JW indicating JR West issue. TOICA region commuter passes are supported and can be attached to a TOICA card already in Wallet with ICOCA app. The biggest new feature in Mobile TOICA is robust support for cross region commuter passes (TOICA~ SUICA/PASMO, TOICA~ICOCA.) covering regular and Shinkansen lines, something that Mobile Suica does not offer. For some reason JR East limits those to Suica plastic or messy non-app web browser only options. Even so it’s good to know that Transit IC regions are merging on the back end and regular non-commuter IC cards will, eventually, work across regions too.
As of launch day only JR West cards or Apple Pay cards can be used for adding money to TOICA in ICOCA app, I suspect JR Central cards will be added shortly though the whole question of how TOICA users will benefit from the JR West WESTER POINT system isn’t clear.
TOICA has a much smaller issue base than Suica, PASMO, ICOCA or even manaca. JR Central doesn’t seem to care much about it either: so hands-off they label Mobile TOICA under the ICOCA banner on their web site. They never put much effort into TOICA anyway. The sudden halfhearted push to expand TOICA to 100% coverage plus mobile is tied to feeding passenger traffic to the Linear Chuo Shinkansen line, whenever that finally opens.

At least JR Central finally understands they need a complete mobile approach, not just EX Shinkansen eTicketing. I was reminded of this recently watching what people are using at JR East stations, it’s easily 80% mobile at the gates now. At the recent teppay press event, JR East and PASMO said they estimate 30 million are using Mobile Suica / Mobile PASMO. If JR West captured 4 million Mobile ICOCA users in just 2 years of full operation, I suspect it’s more.
