JR is steadily adding more smart charge machines in Tokyo area stations. Apple Pay Suica users can recharge with cash which some people prefer when traveling abroad.
As JR continues the rollout they are much easier to find in smaller stations such as JR Koenji which joined the list recently. Smart charge machines will undoubtedly become standard in the lead up to the Tokyo Olympics.
